From June 1991 through December 1992, the City did not accept full truck loads of tires at the Austin Road facility, although occasional,tires in mixed waste loads were accepted. However, as of 1 January, 1993, no whole tires are accepted. For tires that inadvertently arrive at the landfill, the City's procedure is as follows:the landfill operator removes those tires that arrive mixed in MSW loads. City staff arranges for disposal of these tires and, if responsibility can be determined, bills the haulers who brought them in for the cost of removal and disposal. R. W. Beck recommends that the City's current procedures for the handling and disposal of tires be continued. s Abandoned Vehicles California regulations consider abandoned vehicles an unclassified waste, suitable for disposal in a Class III landfill. However, the Austin Road Landfill does not accept auto bodies for disposal, and Stockton's abandoned vehicles are collected by a local towing company for recycling. n Dead Animals The Austin Road Landfill does not accept large dead animals. Small dead animals are taken to the City Animal Shelter. Large dead animals (and small dead animals from the Animal Shelter) are commonly collected by rendering companies which process the animals into consumer products such as bone meal and fertilizer. ■ Liquid Wastes The discharge of liquid or semi-solid waste (i.e. waste containing less than 50 percent solids) to the landfill is prohibited. In addition, the discharge to the landfill of solid waste containing free liquid or moisture in excess of the wastes moisture holding capacity is prohibited. Cannery wastes are prohibited. ® Hazardous Waste The disposal of hazardous waste at the Austin Road Landfill is prohibited. In addition, the disposal of wastes which have the potential to reduce or impair the integrity of containment structures or which, if commingled with other wastes in the unit, could produce violent reaction, heat or pressure, fire or explosion, toxic byproducts, or reaction products which in turn require a higher level of containment than provided by the unit, or impair the integrity of the containment structures, are prohibited. ® Inert Solids Although a permitted waste,the Austin Road Landfill does not normally accept inert solids.
