SECTION 2-SITE OPERATIONS PLAN Page 2-4 <br /> amount of waste tires being landfilled, and the need for operators of waste tire facilities <br /> to obtain a permit from the local enforcement agency. <br /> From June 1991 through December 1992, the City did not accept full truck loads of tires <br /> at the Austin Road facility, although occasional,tires in mixed waste loads were accepted. <br /> However, as of 1 January, 1993, no whole tires are accepted. For tires that inadvertently <br /> arrive at the landfill, the City's procedure is as follows:the landfill operator removes those <br /> tires that arrive mixed in MSW loads. City staff arranges for disposal of these tires and, <br /> if responsibility can be determined, bills the haulers who brought them in for the cost of <br /> removal and disposal. R. W. Beck recommends that the City's current procedures for the <br /> handling and disposal of tires be continued. <br /> s Abandoned Vehicles <br /> California regulations consider abandoned vehicles an unclassified waste, suitable for <br /> disposal in a Class III landfill. However, the Austin Road Landfill does not accept auto <br /> bodies for disposal, and Stockton's abandoned vehicles are collected by a local towing <br /> company for recycling. <br /> n Dead Animals <br /> The Austin Road Landfill does not accept large dead animals. Small dead animals are <br /> taken to the City Animal Shelter. Large dead animals (and small dead animals from the <br /> Animal Shelter) are commonly collected by rendering companies which process the <br /> animals into consumer products such as bone meal and fertilizer. <br /> ■ Liquid Wastes <br /> The discharge of liquid or semi-solid waste (i.e. waste containing less than 50 percent <br /> solids) to the landfill is prohibited. In addition, the discharge to the landfill of solid waste <br /> containing free liquid or moisture in excess of the wastes moisture holding capacity is <br /> prohibited. Cannery wastes are prohibited. <br /> ® Hazardous Waste <br /> The disposal of hazardous waste at the Austin Road Landfill is prohibited. In addition, the <br /> disposal of wastes which have the potential to reduce or impair the integrity of <br /> containment structures or which, if commingled with other wastes in the unit, could <br /> produce violent reaction, heat or pressure, fire or explosion, toxic byproducts, or reaction <br /> products which in turn require a higher level of containment than provided by the unit, or <br /> impair the integrity of the containment structures, are prohibited. <br /> ® Inert Solids <br /> Although a permitted waste,the Austin Road Landfill does not normally accept inert solids. <br /> There are several companies in the Stockton area that collect and recycle demolition <br /> R.W.Beck and Associates City of Stockton <br />
