SECTICN 2- SITE OPERATIONS PLAN Page 2-6 <br /> 2.1.5.3 Waste Screening <br /> Some of the prohibited wastes described above are readily observable and easily screened out. <br /> Dangerous waste is more difficult to screen because it includes a wide variety of products that <br /> can be delivered in hard to observe quantities. To minimize the potential for dangerous waste <br /> to enter the landfill, employee training and a load checking program is required. <br /> The scale operator will screen waste loads by asking questions and visually inspecting incoming <br /> loads. The scale operator should be looking for unacceptable loads and evidence of potentially <br /> dangerous wastes, such as: <br /> — Containers with warning labels <br /> — Sealed drums <br /> — Leaking containers <br /> — Wastes with strong and/or unusual odors <br /> — Sludge <br /> — "Hot-loads" (waste that may be burning or smoldering at delivery) <br /> If prohibited or dangerous wastes are identified by the scale operator the vehicle containing the <br /> waste is refused admittance to the landfill. <br /> The equipment operator at the active landfill face must also be able to recognize prohibited and <br /> dangerous wastes. When such wastes are identified, the equipment operator makes note of the <br /> entity responsible for delivering the waste to the landfill (if known). The waste should then be <br /> moved to the temporary hazardous waste storage area until proper disposal can be arranged. <br /> Note that if the waste in question is thought to be hazardous, proper handling procedures must <br /> be followed, as described in the Hazardous Waste Contingency Plan later in this report. If the <br /> waste moved to the temporary hazardous waste storage area is, in fact, proven to be hazardous, <br /> the City will contract with a properly licensed hazardous waste hauler to ensure that state and <br /> federal regulations for the transportation and disposal of hazardous wastes are followed. <br /> If known, the entities responsible for generating and delivering the wastes will be notified that the <br /> wastes were illegally disposed of, and will be charged for additional analysis and disposal costs <br /> as incurred. If the delivering entity is unknown, the City will incur the clean-up costs. <br /> 2.1.5.4 Load Checking Program <br /> In order to detect and discourage attempts to dispose of hazardous or designated prohibited <br /> waste at the Austin Road Landfill, the City of Stockton has developed a load-checking program. <br /> The City has designated and trained City staff who are responsible for conducting periodic load- <br /> checking at the site. City staff will examine one or two incoming waste loads on a random day <br /> each week. <br /> Upon selecting a random load for inspection, the following information will be recorded onto the <br /> Load-Checking Data Sheet (see Figure 2-1 for an example data sheet): <br /> R.W.Sets ano Associates City of Stockton <br /> 1811.::2 <br />
