October, 1997) <br /> 2.6 CONTINGENCY PLAN <br /> 2.6.1 Introduction <br /> This section provides initial response guidance to site operators following an emergency situation <br /> at the Austin Road Landfill. The site operators are responsible for implementing the emergency <br /> response procedures,summoning emergency assistance, and notifying the appropriate authorities. <br /> In addition, the site operators are responsible for making all site personnel aware of operating and <br /> emergency response procedures. Site personnel should receive an orientation to familiarize them <br /> with the site, its facilities, general operating procedures, and emergency response procedures. <br /> The City of Stockton's Public Works Director must decide whether or not to temporarily close the <br /> facility during an emergency. If the landfill must be closed down for any reason, a sign must be <br /> posted at the facility gate directing users to an alternate waste disposal facility. <br /> It is impossible to address every emergency situation which may arise; however,well informed and <br /> prepared site personnel are the best defense for emergency situations. Reading through and <br /> becoming familiar with this Emergency Procedures section, posting a list of emergency telephone <br /> numbers near each on site telephone,and a continual awareness of potential problems are all good <br /> emergency preparation procedures. <br /> 2.6.2 Response Framework <br /> When an emergency occurs, generally five actions are required during the response: <br /> 1. RECOGNIZE THE EMERGENCY including the situation, the individuals involved, and the <br /> characteristics which determine type and degree of hazard. <br /> 2. EVALUATE THE RISK to public health and the environment. <br /> 3. TAKE SAFETY PRECAUTIONS for human life, the environment, and lastly equipment and <br /> property. <br /> 4. PROVIDE INFORMATION to police, fire, and other responders about conditions or <br /> circumstances particular to an incident. <br /> 5. CONTROL 09 LIMIT THE EMERGENCY by using methods to eliminate or reduce the <br /> impact of the incident. <br /> 2.6.2.1 Fire <br /> 1. Recognize and Evaluate the Emergency <br /> a. Smoke, flames, smell, or a fire (smoke) alarm indicate a fire. <br /> b. There are four classes of fire: <br /> ■ CLASS A: Example fuels - paper, wood and rubber. <br /> ■ CLASS B: Example fuels- Flammable liquids such as gasoline, diesel or waste oil. <br />
