Account for all persons known be on site. <br /> c. Provide first aid to any victims, referring to "Medical Emergencies" if necessary. <br /> d. Buildings and earthen structures (stormwater detention ponds, landfill cell side slopes) <br /> could be unstable, avoid these areas until they have been determined safe. <br /> 3. Provide Information <br /> a. Contact City of Stockton Department of Public Works and advise them of the situation: <br /> Senior Civil Engineer: Bob Murdoch <br /> (209) 937-8829 (office) <br /> (209) 745-7983 (home) <br /> Solid Waste Manager: Mike Miller <br /> (209) 937-8826 (office) <br /> (209) 957-7417 (home) <br /> b. Contact the City of Stockton Office of Emergency Services at (209) 937-8441 when <br /> possible to brief them of the current situation at the landfill. <br /> 4. Control or Limit the Emergency <br /> a. Shut down all landfill operation equipment and the landfill gas system. <br /> 2.6.2.5 High Winds <br /> 1. Recognize and Evaluate the Emergency <br /> a. Take appropriate precautions when high wind warnings are issued by the National Weather <br /> Service, such as placing soil cover on the landfill working face to reduce blowing debris. <br /> 2. Take Safety Precautions <br /> a. Stay away from overhead electrical wires, and power poles <br /> b. Do not approach downed power lines. <br /> 3. Provide Information <br /> a..
