Control or Limit the Emergency
a. Check the gas collection system and flare facility. When there is a power failure affecting
the system:
(1) A short-term power loss (less than 24 hours)will have negligible adverse impacts on
gas control.
(2) For power loss greater than 24 hours, monitor gas probes one to two times daily for
signs of gas migration.
b. Check the leachate collection system.
(1) A short-term power loss (less than 12 hours) will have negligible adverse impacts on
the leachate collection system.
(2) Consult the Leachate treatment Facility's Operation and Maintenance Manual for the
proper procedures to follow in the event of a power failure.
2.6.3 Notification and Follow-up Actions
Site personnel should complete a written report following an emergency describing the situation
and the actions taken to minimize hazards to human health, property, and the environment. The
report should assess the adequacy of the Emergency Response section of this Plan and describe
any follow-up procedures that were implemented.
In order to help improve response to future emergencies, the following information should also be
included in the report:
■ The date and time of the emergency.
■ A description of the emergency condition
■ A description of the probable cause(s).
■ The duration of the emergency.
■ Recommendations for preventing such emergencies in the future.
When personal injury or death occurs, the reporting should comply with the California State
Department of Labor requirements.
