Furthermore, landfill gas is recovered through a lease with Pacific <br /> Energy, which has exclusive rights for landfill gas recovery and responsibility for landfill gas <br /> management. Although the City currently operates under this management plan, development <br /> of the landfill expansion provides an opportunity to review this management approach for future <br /> ownership and operation. <br /> This section of the report provides a description of the alternatives available for the ownership and <br /> operation of the Austin Road Landfill Facility Expansion. There are three major categories for <br /> ownership and management of a waste management facility. The first option is for public <br /> ownership and operation. A second option is for public ownership but with a contract for private <br /> operation. The third possibility is for complete private ownership and operation. <br /> 2.7.1 Public Ownership and Operation :1 <br /> The first alternative is public ownership and operation. In this scenario, the City would finance, <br /> design, permit, and construct the facility.
