Section 3 <br /> s ENVIRONMENTAL MONITORING <br /> I <br /> r <br /> 3.0 INTRODUCTION <br /> j The purpose of the environmental monitoring program for the Austin Road Landfill Facility, <br /> Class III Landfill, is to provide data that will indicate the landfill's compliance status with regard <br /> to regulatory agency requirements and other specific conditions of permits. Environmental <br /> monitoring for the expanded landfill will involve monitoring of groundwater, surface water, leak <br /> detection and landfill gas, and hazardous waste screening. <br /> Environmental monitoring for the existing landfill is currently described in "Monitoring and <br /> ' Reporting Program No. 90-122"and Monitoring and Reporting Program No. 92-143",both issued <br /> by the California Regional Water Quality Control Board, Central Valley Region and the Solid <br /> Waste Facility Permit, 39-AA-001, issued by the San Joaquin Local Health District (copies <br /> included in Appendix F). These programs set forth the parameters for nonhazardous solid waste <br /> monitoring, sludge monitoring, groundwater monitoring, and surface water monitoring, and a <br /> monitoring program, respectively. Since sludge is not being accepted at the landfill, there is <br /> currently no monitoring being done on it. <br /> The environmental monitoring requirements described herein are taken from existing permit <br /> requirements for groundwater, surface water, nonhazardous solid waste, and operations. The <br /> monitoring and reporting requirements for the expanded landfill must meet the requirements of <br /> RCRA Subtitle D, which may require a modified monitoring program than is set forth below. <br /> i <br /> 3.1 GROUNDWATER MONITORING <br /> The landfill has had a groundwater monitoring program since December 16, 1977, when the <br /> RWOCB adopted Order No. 77-288. There are thirteen monitoring wells, MW1 through MW13, <br /> two extraction wells (EW1 and EW2),and two water supply wells,Water Supply Well (WSW)and <br /> West Water Supply Well (WWSW) at the landfill. Ten of the monitoring wells are downgradient <br /> of the landfill (MW1, MW4, MW6, MW7, MW8, MW9, MW10, 11, MW12, and MW13) and <br /> a three are located upgradient(MW2, MW3, and MW5). The Landfill is currently under a Corrective <br /> Action Plan for groundwater contamination (volatile organic compounds). <br /> Development of the Corrective Action Plan included installation of six additional monitoring wells, <br /> thereby increasing the number of groundwater monitoring wells to thirteen (numbers MW-1 <br /> through MW-13). The water supply well, WSW, has also been decommissioned in compliance <br /> with Waste Discharge Requirements Order Number 90-122. This monitoring will be a continuing <br /> i activity which will provide a key focus toward future groundwater monitoring activities. <br /> 10 Groundwater monitoring for the Austin Road Landfill Facility Expansion is required by and will be <br /> in accordance with Section 255(b) of California Code of Regulations, Title 23, Division 3, <br /> Chapter 15. The monitoring network will consist of background monitoring wells and down- <br /> City of Stockton R.W.Beck and Associat9s <br /> 1811.002 <br />
