SECTION 1 <br /> INTRODUCTION <br /> 1.1 AUSTIN ROAD LANDFILL PROJECT DESCRIPTION <br /> The City of Stockton proposes to expand the Austin Road Landfill horizontally <br /> and vertically on property it owns and on property it proposes to acquire. The <br /> project would require the relocation of the North Branch or the South Fork of <br /> Little Johns Creek to the north and west of the existing landfill. The landfill <br /> would be developed in six phases, expanding south of the existing landfill <br /> (horizontal expansion), then atop of a portion of the existing and horizontal <br /> expansion landfill (vertical expansion). Maximum height of the landfill would be <br /> 150 feet above the mean sea level. Total horizontal and vertical expansion landfill <br /> area would be approximately 184 acres,with a volume capacity of approximately <br /> 18.2 million cubic yards. The projected first year of operation is 2002, total site <br /> life projection for the horizontal and vertical expansion phases is approximately <br /> 50 years. The landfill will be owned by the City of Stockton. Operation will be by <br /> a private contractor under contract to the City of Stockton. <br /> 1.2 RDSI FORMAT <br /> This Report of Disposal Site Information (RDSI) matrix addresses the long-term <br /> expansion plans for the City of Stocktoes Austin Road Landfill. The intent is to <br /> present the conceptual expansion design and supporting information so that <br /> California Integrated Waste Management Board (CIWMB) and Local <br /> Enforcement Agency (LEA) can determine the permitting feasibility of the <br /> landfill expansion prior to the final design of the landfill expansion cells, <br /> procurement of additional property,and obtaining other permits required for the <br /> landfill expansion. <br /> The RDSI matrix follows the format for RDSI reports in Chapter 3.1 of the <br /> CIWMB Permit Desk Manual. Each manual subsection is represented by an <br /> individual row with columns noting the pertinent regulation citation,a summary <br /> response,and a reference to supporting documents or supplemental information <br /> for additional backup or detail.
