INTRODUCTION <br /> ■ DEIR: Draft Environmental Impact Report,City of Stockton Austin Road <br /> Landfill Expansion-December 1993 (Referenced Pages attached as <br /> Appendix H) <br /> ■ FEIR: Final Environmental Impact Report,City of Stockton Austin Road <br /> Landfill Expansion-June 1994 (Referenced Pages attached as <br /> Appendix H) <br /> ■ WNIMP: Wetland mitigation and monitoring plan for Austin Road Landfill <br /> Expansion(attached as Appendix L) <br /> With the exception of the Austin Road Landfill Expansion Preliminary Closure <br /> and Post-closure Plan, all referenced documents and information are included in <br /> the appendices to the RDSI. <br /> 1.3 LANDFILL EXPANSION DEVELOPMENT AND RDSI <br /> TERMINOLOGY <br /> The proposed landfill expansion would be developed in a series of six phases. <br /> The initial four phases (Phases I through IV) are referred to as the horizontal <br /> expansion and would be developed to the south of the existing landfill site. The <br /> final two phases (Phases V and VI) are referred to as the vertical expansion. <br /> These phases would require construction of a liner system over areas of the <br /> existing landfill. Waste filling for Phases V and VI include placement over waste <br /> over the lined areas of the existing landfill constructed under Phases V and VI <br /> and over portions of Phases I - IV To delineate the three landfill liner conditions <br /> for regulation,the following terminology is used in the RDSI: <br /> ■ LF-1: Existing Landfill: Existing landfill footprint,existing facility does not <br /> have a liner system. <br /> ■ LF-2: Horizontal Expansion: Phases I-IV, Landfill liner system meeting <br /> existing and future regulatory requirements. <br /> ■ LF-3: Vertical Expansion: Phases V-VI, Area requiring a landfill liner <br /> system meeting existing and future regulatory requirements <br /> constructed over an area of the existing landfill. <br /> Figure 1 shows the relationship of the existing landfill, the horizontal expansion <br /> phases,and the vertical expansion phases to LF-1,LF-2,and LF-3. <br /> It should be noted that for Phases IV through VI, the liner expansion for each <br /> phase may be constructed in two or more stages. Because of the long operation <br /> life of these phases, estimated at nine or more years, it may be economically <br /> advantageous for the City to develop these phases incrementally.
