Box 6336 <br />Stockton, CA 95206 <br />SUBJECT: 45 -Day Owner or Operator Transfer Notice for the Austin Road Landfill, <br />Facility No. 39 -AA -0001 <br />Dear Mr. Basso: <br />California Integrated Waste Management Board (Board) staff have reviewed your 45 -Day Owner or <br />Operator Transfer Notice (Notice) for the Austin Road Landfill, dated February 9. 2000 and Report of <br />Disposal Site Information (RDSI) Amendments, dated February 7, 2000. The Notice and RDSI <br />Amendments were received at the Board on February 21, 2000. The financial assurance and operating <br />liability documentation were detennined to be acceptable on April 17, 2000 and May 26, 2000. <br />respectively. Board staff \e ere recently informed that the transfer of the property is expected to be <br />complete on .lune 12. 2000. <br />As you know, the Board is currently serving as the solid waste enforcement agency (EA) for the Austin <br />Road Landfill. However, once Forward. Inc. has completed the purchase of the landfill from the City of <br />Stockton (City), the Board will no longer be the EA for this landfill. The EA responsibilities will revert <br />to the San Joaquin County Public Health Services (SJCPHS). It is anticipated that following the <br />Qo,i,pletion of the property transaction, a copy of the changed Solid Waste Facility Permit (S`�JL which <br />will reflect Forward. Inc, as the new owner and operator and SJCPHS as the EA, will be issued by the <br />SJCPHS. Board staff is working the SJCPHS to make the transfer of the SWFP and forthcoming, change <br />in EA go as smoothly as possible. <br />Board staff has the following two comments on the RDSI Amendments (Matrix): <br />1. Board staff recommends that the name of the landfill not be changed at this time and remain the <br />Austin Road Landfill. The tracking of the inspection, permitting, and closure programs for two <br />Forward Landfills in the same jurisdiction could create confusion from theregulatory,standpoint. <br />it is Board staffs understanding that Forward, Inc. may pursue permitting the Austin Road Landfill <br />as part of the Forward Landfill in the future. It is recommended that the merging (name) -of the:.two <br />landfills be addressed as part of the landfill consolidation`permitting process.; Update the Matrix <br />Where necessary to reflect the site name as the Austin Road Landfill.
