Mr. Kevin Basso
2. Page 2, Landfill Size — The existing SWFP covers 299 acres. The limit on the acreage was required
since the Board, as the EA, could only permit the acreage within the City limits. Therefore, the
SWFP would need to be revised to reflect the 405.5 acres as the permitted property boundary.
Since the EA is not authorized to make any other changes to the SWFP, other than the new owner
and operator, the Matrix should continue to reflect the permitted property boundary as 299 acres,
not 405.5 acres. Forward Inc. should consider incorporating the other 106.5 acres as part of the
environmental review process to combine/merge the Austin Road and Forward Landfills.
Since there will also be a change in the EA, you are encouraged to address any questions and/or
comments the SJCPHS may have with regard to the RDSI Amendments and subsequent transfer of
the SWFP.
Please provide updated pages of the Matrix to both the Board and SJCPHS prior to the anticipated
transfer date.
If you have any questions regarding the above comments, please contact me at (916) 255-3822.
Sincerely,
Jeff Hackett
Facilities Operation Branch
Permitting and Enforcement Division
cc: ✓(tobert McClellon, San Joaquin County Public Health Services
Mike Miller.
