CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
ORDER NO.
NPDES NO. CA0082911
WASTE DISCHARGE REQUIREMENTS
FOR
CITY OF STOCKTON
AUSTIN ROAD LANDFILL
GROUNDWATER TREATMENT SYSTEM
SAN JOAQUIN COUNTY
The California Regional Water Quality Control Board, Central Valley Region,(hereafter Board)
finds that:
1. The City of Stockton(hereafter Discharger) submitted a Report of Waste Discharge, dated
31 January 1997, and additional information dated 9 April 1997, for a permit renewal to
discharge waste under the National Pollutant Discharge Elimination System(NPDES).
2. The Discharger discharges waste from a groundwater treatment system designed to remove 0
volatile organic compounds (VOCs) from groundwater. Treated groundwater is discharged
into the north branch of the south fork of Littlejohns Creek which is tributary to the San
Joaquin River, a water of the United States, at a point defined as W 121°11'4",N 37°53'3",
as shown on Attachment A,which is attached hereto and made part of this Order by
reference.
3. Pumped groundwater is treated by air stripping and"granular activated carbon filtration
operated in series, then discharged to a manhole prior to discharge to Littlejohn Creek.
The activated carbon is regenerated or disposed of off-site. The existing treatment system
is designed for a flow of 400 gpm(580,000 gpd) of extracted groundwater, and has been
operated at a flow of approximately 305 gpm (440,000 gpd). The Discharger is
investigating the extent of the VOC plume, and has requested the permitted discharge be
increased to 550 gpm(790,000 gpd) This permit allows flows to be increased upon
Executive Officer approval.
4. The applicable water quality criteria and objectives which are most stringent, and which
were considered in this permit for constituents of concern are as.follows:
