The proposed wastewater treatment technology is capable of dependably removing VOCs <br /> to concentrations which are generally non-detectable using EPA Method 600 series <br /> analyses. <br /> 6. The U.S. Environmental Protection Agency(EPA) and the Board have classified this <br /> discharge as a minor discharge. <br /> 7. The Board adopted a Water Quality Control Plan, Third Edition, for the Sacramento River <br /> and San Joaquin River Basins(hereafter Basin Plan)which contains water quality <br /> objectives for all waters of the Basin. These requirements implement the Basin Plan. <br /> 8. The beneficial uses of the Littlejohn Creek,the San Joaquin River and Delta downstream <br /> of the discharge are municipal,industrial, and agricultural supply;water contact and <br /> noncontarat recreation; aesthetic enjoyment;navigation; and preservation and enhancement <br /> of fish,wildlife and other aquatic resources. <br /> 9. The beneficial uses of groundwater are municipal,industrial, and agricultural supply. <br /> 10 Storm water runoff drains from the groundwater treatment plant and the laindfill into the <br /> north branch of the south fork of Littlejohn Creek,tributary to the San Joaquin River. <br /> 11. Federal Regulations for storm water discharges were promulgated by EPA on 16 November <br /> 1990 (40 CFR Parts 122, 123, and 124). The regulations require specific categories of <br /> facilities,which discharge storm water associated with industrial activity,to obtain NPDES <br /> permits and to implement Best Available Technology and Best Conventional Pollutant <br /> Control Technology to reduce or eliminate industrial storm water pollution.
