D WASTE IRCILITY <br /> aeility/Permit Number: Page 2 of4 <br /> SOL1 PERMIT 39-AA-0001 <br /> 12. Legal Description of Facility: <br /> The Austin Road Landfill is located 7 miles southeast of the City of Stockton on the north half of Section 3,T1 S. R7E and a portion of the <br /> south half of Section 34,TIN,R7E,Mount Diablo Base and Meridian. See Appendix A&T of the RDSI. <br /> 13. Findings: <br /> a. The San Joaquin County Integrated Waste Management Plan,dated April 1996,was approved by the CIWMB on March 26, 1997. The <br /> location of the Austin Road Landfill is identified on pages 18,39,40,and 41 of the countywide siting element,pursuant to Public Resources <br /> Code,Section 50001(a). <br /> b. This permit is consistent with standards adopted by the CIWMB,pursuant to Public Resources Code,Section 44010. <br /> C. The design and operation of this facility is consistent with the State Minimum Standards for Solid Waste Handling and Disposal as determined <br /> by the Enforcement Agency. <br /> d. The City of Stockton Fire Department has determined that the facility is in conformance with applicable fire standards as required by Public <br /> Resources Code,Section 44151. <br /> C. An Environmental Impact Report(SCH#90020718)for the City of Stockton Austin Road Landfill Expansion Project was filed with the State <br /> Clearinghouse and certified by the Stockton City Council on September 6, 1994. A Notice of Determination was filed with the State <br /> Clearinghouse on September 12, 1994. A Statement of Overriding Considerations,dated July 1994,was prepared in accordance with CEQA <br /> Guidelines Section 15093. <br /> f. The facility is located within 10,000 feet of the Stockton Metropolitan Airport. The operator notified the Federal Aviation Administration and <br /> Stockton Metropolitan Airport manager of the proposed expansion and placed a copy of the notification and required demonstration in the <br /> operating record. <br /> 14. Prohibitions: <br /> The permittee is prohibited from accepting the following wastes: <br /> Hazardous,radioactive,medical(as defined in Chapter 6.1,Division 20 of the Health and Safety Code),liquid,designated,or other wastes <br /> requiring special treatment or handling,except as identified in the Report of Disposal Site Information and as approved by the enforcement <br /> agency and other federal,state and local agencies. <br /> New operations may not begin without prior submittal of amendments to the RDSI,the permit is revised or modified,andlor written approvals <br /> are received from the enforcement agency and other appropriate agencies. <br /> 15.
