0 0 <br /> Permitting&Enforcement Meeting Agenda Item <br /> January 15, 1998 <br /> Site History 0 <br /> Sun-Land has operated the mushroom waste and agricultural materials composting facility at the <br /> Monterey Regional Environmental Park located in the unincorporated area of Monterey County <br /> two miles north of Marina, California, since 1986. The Monterey Regional Environmental Park <br /> is a multi-faceted facility, which includes,but is not limited to, a landfill, a materials recovery <br /> facility, a wastewater treatment facility,materials salvage and reuse, and a household hazardous <br /> waste collection facility. <br /> II. pREVIOUS COMMITTEE ACTION <br /> This item was heard at the December 9, 1997 Permitting&Enforcement Committee Meeting. At <br /> that time,there were outstanding issues that needed to be resolved and staff was awaiting <br /> supplemental information to determine whether the proposed permit would meet Board standards <br /> and a recommendation was to be provided at the December 17, 1997 Board meeting. On <br /> December 16, 1997,the operator and LEA notified staff of their decision to pull the item and <br /> carry it over to the January 1998 Committee and Board meetings. <br /> III. OPTIONS FORT COMMITTEE/BOARD <br /> Requirements for Concurrence with the Standardized CoMosting_Permit. Pursuant to Title 14 <br /> California Code of Regulations Section 18105.5,the Board has 30 calendar days to concur in or <br /> object to the issuance of a Standardized Composting Permit. The proposed permit for this <br /> facility was received on November 17, 1997,however, on December 16, 1997, staff received <br /> notice from the operator and LEA that they were waiving the time lines. <br /> Committee/Board members may decide to: <br /> 1. Concur in the issuance of the proposed permit; <br /> 2. Object to the issuance of the proposed permit; or <br /> 3. Take no action on the proposed permit; if no action is taken the Board shall be deemed to <br /> have concurred in the issuance of the permit as submitted. <br /> IV. STAFF RECOMMENDATION <br /> Staff recommends that the Board choose option one, and adopt Permit Decision No.98-12, <br /> concurring in the issuance of Standardized Composting Permit No. 27-AA-0085 for the Sun- <br /> Land Garden Products Composting Facility, Monterey County. <br /> V. ANALYSIS <br /> Staff has reviewed the proposed permit and supplemental information and has found that the <br /> permit package meets the requirements of California Code Regulations,Title 14 and is <br /> acceptable for the Board's consideration of concurrence. The following table summaries Board <br /> staffs' analysis: <br />
