KLEINFELDER <br /> Waste was covered daily with a minimum of 6 inches of on-site soil. Areas not active for <br /> long periods (generally 6 months or longer) were covered with a minimum of 12 inches of <br /> on-site soil. <br /> Special Waste: <br /> Special wastes accepted, consisting of tires and biomedical waste, were handled separately <br /> from the municipal waste. The tires were generally segregated from the waste fill and <br /> place in the bottom of waste lifts. Biomedical waste, was received in segregated loads <br /> contained in plastic bags. The bags were placed in the lower portion of the current lift or a <br /> trench and covered immediately. This practice was required by the Local Health District <br /> to reduce the potential for landfill equipment to puncture the bags of medical waste during <br /> operations. <br /> 2.3 SITE CONSTRUCTION <br /> The landfill is not equipped with a liner or leachate collection and removal system. As <br /> indicated in Section 2.2.2, trenches were excavated for waste placement. After trenches <br /> were filled, areas filled to date have been filled to elevations which generally exceed the _ <br /> original topography. The majority of the site filled to date has received approximately one <br /> foot of intermediate cover. <br /> The landfill does not have a landfill gas collection or removal system. Gas monitoring <br /> probes were installed at the site as part of an Air Quality SWAT performed by EMCON, in <br /> June 1987, pursuant to the California Health and Safety Code Section 41805.05. (A copy of <br /> the AIR SWAT was also submitted to the RWQCB as part of Appendix H to the landfill <br /> Report of Waste Discharge, May 1988). See Section 5 of this report for additional <br /> information about the AIR SWAT. <br /> Inspections of site operations have been performed periodically by the San Joaquin County <br /> Department of Public Health Services (the Local Enforcement Agency) and occasionally <br /> by the California Integrated Waste Management Board and Regional Water Quality <br /> Control Board, Central Valley Region (RWQCB). <br /> FOOTHILL 14 <br />
