1.0 INTRODUCTION <br />The Foothill Sanitary Landfill is located on Waverly Road, approxi- <br />mately 1 mile south of Shelton Road in the eastern -most portion of San <br />Joaquin County. The permitted area for the landfill is 800 acres. <br />Disposal activities are currently limited to approximately 60 acres. <br />The landfill is owned by Waste Management Inc. and leased to Foothill <br />Sanitary Landfill Inc., which operates the site under an agreement <br />with San Joaquin County. <br />The Calderon amendments to the Health and Safety Code (HSC Sec- <br />tion 41805.5) require that landfill owners analyze landfill gas and <br />ambient air and report the results to their local air pollution con- <br />trol district (APCD). In a December 18, 1986 publication, jgj" <br />Guidelines for Aftive Solid Wastp Disnosal Sites (Guidelines), the <br />California Air Resources Board (ARB) established guidelines for such <br />testing programs. According to the Guidelines, the testing programs, <br />called air quality solid waste assessment tests (ASATs), must provide <br />enough information to allow the APCD to <br />• Characterize the gas stream within the landfill <br />• Determine whether specified air contaminants are present <br />in ambient air at the site boundaries <br />• Determine whether subsurface landfill gas is migrating <br />off site <br />After evaluating ASWAT results from a site, the APCD determines <br />whether that site poses a public health risk and if additional moni- <br />toring or remedial actions are required. <br />To fulfill the ASWAT requirements for the Foothill Sanitary Landfill, <br />EMCON Associates developed an ASWAT proposal (see Appendix A).
