1.0 INTRODUCTION
The Foothill Sanitary Landfill is located on Waverly Road, approxi-
mately 1 mile south of Shelton Road in the eastern -most portion of San
Joaquin County. The permitted area for the landfill is 800 acres.
Disposal activities are currently limited to approximately 60 acres.
The landfill is owned by Waste Management Inc. and leased to Foothill
Sanitary Landfill Inc., which operates the site under an agreement
with San Joaquin County.
The Calderon amendments to the Health and Safety Code (HSC Sec-
tion 41805.5) require that landfill owners analyze landfill gas and
ambient air and report the results to their local air pollution con-
trol district (APCD). In a December 18, 1986 publication, jgj"
Guidelines for Aftive Solid Wastp Disnosal Sites (Guidelines), the
California Air Resources Board (ARB) established guidelines for such
testing programs. According to the Guidelines, the testing programs,
called air quality solid waste assessment tests (ASATs), must provide
enough information to allow the APCD to
• Characterize the gas stream within the landfill
• Determine whether specified air contaminants are present
in ambient air at the site boundaries
• Determine whether subsurface landfill gas is migrating
off site
After evaluating ASWAT results from a site, the APCD determines
whether that site poses a public health risk and if additional moni-
toring or remedial actions are required.
To fulfill the ASWAT requirements for the Foothill Sanitary Landfill,
EMCON Associates developed an ASWAT proposal (see Appendix A). The
proposal, including the workplan identifying sample locations, sampling
procedures, and analytical test methods, was submitted to the San
PJ9 9390405.00D 1-1 Rev. 0 09/07/88
Emcon Associates
