Joaquin County Air Pollution Control District (District) in June 1987. <br />The activities proposed in the workplan are summarized below. <br />• Meteorological survey - A meteorological survey was con- <br />ducted between May 26 and May 29, 1987 to determine the <br />local wind flow pattern and wind speeds. The results <br />were presented in the ASWAT proposal. <br />• Gas stream characterization - The subsurface landfill gas <br />will be characterized by sampling five monitoring wells <br />which will be installed in the landfill. The samples <br />will be analyzed for the 10 volatile organic compounds <br />(VOCs) specified in the Guidelines and the major landfill <br />gas components oxygen, nitrogen, carbon dioxide, and <br />methane. In addition, one integrated surface walk sample <br />will be collected over the active landfill and analyzed <br />for the 10 VOCs and methane. <br />• Ambient air quality - Ambient air samples will be col- <br />lected at two locations --one upwind and one downwind --and <br />analyzed for the 10 VOCs specified in the Guidelines. <br />• Gas migration off site - The percentage of total organic <br />compounds measured as methane will be determined at four <br />locations near the site perimeter. <br />Comments on the proposal were obtained from the District on Octo- <br />ber 16, 1987 (see Appendix B). The District required the following <br />modifications to the ASWAT proposal. <br />• The District required six (6) gas monitoring probes to be <br />installed along the site perimeter at intervals of <br />approximately 2,000 feet. <br />• All wells were to be installed at a depth of 6 feet below <br />the bottom of the intermediate or final cover. <br />• After flushing the Tedlar bags with nitrogen, the bags <br />were to be brought into the field filled with nitrogen <br />and then purged just before sampling. <br />• Gas was not to be drawn through the pump. <br />These comments were discussed at a meeting on November 24, 1987 <br />between representatives of the District, Mr. Mark Urquhart of the San <br />Joaquin County Department of Public Works and Mr. John Johnson of <br />EMCON Associates <br />Based on the discussions at the meeting, the ASWAT <br />PJ9 9390405.00D 1-2 Rev. 0 09/07/88 <br />ERKon Associates <br />
