REPORT OF DISPOSAL SITE INFORMATION
1. 0 INTRODUCTION
The Foothill Sanitary Landfill is located approximately 20 miles
east of Stockton in San Joaquin County along the county' s eastern
boundary with Stanislaus County. The permitted site area is 800
acres at the location shown on Figure 1. The permitted site is
shown on Figure 2 of this report.
The site property is currently owned by San Joaquin County and
operated as a daily cover type Class III sanitary landfill by
Foothill Sanitary Landfill Incorporated under Solid Waste Facility
Permit Number 39-AA-0004, issued by the San Joaquin County
Environmental Health Division, and Waste Discharge Requirement
Order Number 94-258, issued by the California Regional Water
Quality Control Board, Central Valley Region.
Due to implementation of Assembly Bill 939 (AB 939) and upcoming
closure of the County's Corral Hollow Sanitary Landfill, the County
has decided to revise the permit for the Foothill Sanitary
Landfill. Specifically, the reasons for this permit revision are
to include recycling activities at the Foothill site, and to
address increased quantities at the site due to closure of the
County' s Corral Hollow Sanitary Landfill south of Tracy in April
1995.
2 . 0 OPERATION SUMMARY
This section presents a detailed account of the site's daily
landfill procedures and addresses local climate, noise, odor, and
other nuisance factors.
2 . 1 DAILY OPERATING PROCEDURES
The Foothill Sanitary Landfill is a Class III facility which is
open 7 days per week, 361 days per year, between the hours of
7 : 00 a.m. and 5: 00 p.m. These hours are subject to adjustment
depending upon volumes received at the Lovelace Transfer Station
and the Tracy Materials Recovery and Transfer Facility. The
estimated remaining capacity including daily cover is approximately
102 , 000, 000 cubic yards.
The site currently receives an average of 450 tons per operating
day, calculated on an annual basis. The proposed peak daily load
for the site is 1500 tons per day. Currently, approximately 90% of
the waste received at the site comes from the County's Lovelace
Transfer Station (LTS) . The remaining 10% of the waste stream
consists of construction/demolition waste and municipal solid
waste.
1
