The January 1904 Preliminary Closure Plan for the site proposes final <br /> cover and vegetation layers for the site which meet the minimum <br /> requirements of Chapter 15 of Title 23, and Title 14. The Preliminary <br /> Closure Plan calls out construction of drainage facilities to be <br /> completed during phased closure of the site which will minimize erosion, <br /> and also excavation plans which will result in a soil balance for <br /> closure requirements of the site. <br /> Detailed information on land use for areas near the landfill is <br /> contained in Section 2.9 "Compatibility With Fire Requirements, Adjacent <br /> Land Use, County Solid Waste Management Plan, And County General Plan" <br /> of the 1995 RDSI. <br /> B. Site hydrogeologic findings: <br /> Hydrogeologic findings at the site consist mainly of a geologic <br /> investigation performed by J.H. Kleinfelder and Associates in May of <br /> 1985. This report (hereinafter referred to as Kleinfelder 1985) is <br /> contained as Appendix E of the 1995 RDSI and RWD . This report <br /> contains: (1) A site map indicating locations of test borings (2) Logs <br /> of borings (3) Results of laboratory soils tests (4) A summary of the <br /> local and regional geology (5) A description of the permeability <br /> characteristics of the underlying formation, and (6) Information on the <br /> depth and quality of groundwater at and near the site. <br /> Additional information on site geologic and hydrogeologic conditions is <br /> contained in Appendix G "Well Logs" of the 1995 RDSI and RWD- <br /> C. Available soil: <br /> The January 1994 Preliminary Closure Plan for the site estimates the <br /> daily and intermediate cover soil required to operate the site to <br /> completion and to provide final cover for closure of the landfill. The <br /> plan assumes that intermediate cover will be stripped and reused for <br /> subsequent lifts of refuse. The excavation quantities required were <br /> balanced with the final grading plan to achieve a balance between <br /> excavation and total soil needs. Existing ground elevations and final <br /> grades for landfill construction are shown on the Preliminary Closure <br /> Plan drawings. These calculations are based on existing ground and <br /> earthwork cut elevations to achieve a soil balance for the landfill's <br /> development and closure. <br /> The design excavation grades are sloped to promote interim drainage and <br /> to balance soil needs at the end of each modules' construction shown on <br /> the Preliminary Closure Plan. The soil excavation grades balance <br /> earthwork quantities shown in Table 1, and assume that sufficient clay <br /> soils meeting geotechnical specifications will be available in <br /> excavated soils to supply the soil needs for construction of the 12 inch <br /> thick clay layer of the final cover. <br /> This will be verified by soils testing as new areas of the site are <br /> excavated and developed.
