A California Regional Water Quality Control Board, Central Valley <br /> Region (RWQCB) : <br /> The Foothill Sanitary Landfill operates under Waste Discharge <br /> Requirements (WDR) Order No. 94-258 adopted by the RWQCB. These WDR <br /> were issued to Foothill Sanitary Landfill as a Class III site. The <br /> RWQCB enforces provisions of Title 23, Chapter 15 of the California Code <br /> of Regulations, which relates to the protection of ground and surface <br /> waters of the state. This involves review of this and other engineering <br /> and permitting reports for the site, as well as site inspection to <br /> verify compliance with these regulations. <br /> B. California Integrated Waste Management Board (CIWMB) : <br /> The CIWMB is responsible for the establishment of regulations. and <br /> performance standards which govern the operation of solid waste <br /> facilities. The primary enforcement authority for these regulations <br /> rests with the Local Enforcement Agency (LEA) . The LEA for solid waste <br /> disposal sites in San Joaquin County, and thus the Foothill Sanitary <br /> Landfill, is the Environmental Health Division of the San Joaquin County <br /> Department of Public Health Services. The CIWMB approves the <br /> designation of the LEA, monitors the LEA to ensure appropriate <br /> implementation of state requirements and also possesses enforcement <br /> authority along with the LEA. The CIWMB will review this PSR and the <br /> associated RDSI with the application for permit review after they are <br /> submitted to and approved by the LEA. <br /> C. California Department of Health Services (DHS) : <br /> The Foothill Sanitary Landfill is a Class III sanitary landfill as <br /> designated by Chapter 15. As such, the landfill does not accept <br /> hazardous waste, and therefore the site does not engage in activities <br /> which require reporting to DHS. <br /> D. California Air Resources Board: <br /> In July 1988, an ASWAT was performed at the site to comply with Health <br /> and Safety Code, Section 41805.5. The San Joaquin Valley Unified Air <br /> Pollution Control District (SJVUAPCD) and the California Air Resources <br /> Board approved the ASWAT. The Air Board then submitted the findings <br /> for the ASWAT's performed for all disposal sites in the state to the <br /> California legislature. The ASWAT report for the site is referred to as <br /> appendix C to this PSR, but is not included due to its large size. <br /> E. Local Agencies: <br /> The Foothill Sanitary Landfill operates under Solid Waste Facilities <br /> Permit No. 39-AA-0004, a copy of which is included in this PSR as <br /> Appendix A. This permit was approved by the CIWMB on 11/12/92 and the <br /> LEA on 11/18/92. <br /> The LEA for the Foothill Sanitary Landfill enforces the provisions of <br /> 18 <br />
