Title 14, Chapters 3 and 5 of the California Code of Regulations which <br /> relate to solid waste disposal at the site. This involves review of <br /> this and other engineering and permitting reports for the site and also <br /> site inspection to verify compliance with CIWMB regulations. <br /> In July 1988, an ASWAT was performed at the site to comply with Health <br /> and Safety Code, Section 41805.5. As mentioned in Section D, above, the <br /> SJVUAPCD approved the ASWAT. The SJVUAPCD has recently adopted Rule <br /> 8010 to control various sources of fugitive dust, including landfill <br /> operations. The San Joaquin County Department of Public Works has <br /> complied with this new rule. <br /> VI. CONCEPTUAL DEVELOPMENT PLAN <br /> The conceptual development plan for the Foothill Sanitary Landfill is <br /> contained in the January, 1994 "Preliminary Closure Plan" (PCP) for the <br /> site. This plan includes drawings titled, "Foothill Sanitary Landfill <br /> Preliminary Closure Plan". The Preliminary Closure Plan is contained in <br /> appendix C of the 1995 Report of Disposal Site Information. <br /> A. Site capacity and operational life: <br /> Estimates of waste capacity, earthwork, soil cover requirements and <br /> site life according to the PCP are shown in Table 1. The refuse <br /> capacity is approximately 102, 116, 000 cubic yards of compacted <br /> waste including daily cover. Estimated site life is 61 years or <br /> the year 2055. This was calculated using 1994 waste quantities for <br /> a base year and applying an annual increase of 5% for population <br /> growth. The gate volume for each year is adjusted for the effects <br /> of AB 939 which require diversion of 25% of the waste stream by <br /> 1995 and 50% by 2000. Finally, the resulting waste quantity is <br /> adjusted to in-place volume by applying a compaction factor. A <br /> list of assumptions used to prepare the table follows the table. <br /> B. Earthwork and location of soil borrow pits: <br /> The Foothill Sanitary Landfill will be developed in modules. Sheet <br /> 3 of the PCP shows the sequence of modules to be developed. As <br /> each module is being filled, the next module will be used for <br /> borrow soil. <br /> C. Surface drainage, erosion, and sedimentation control: <br /> Surface drainage will be as shown on the Final Grading Plan (sheet <br /> 2 of the PCP) . Erosion will be controlled by maintaining gentle <br /> slopes to reduce water velocity. Sedimentation will be controlled <br /> by constructing a series of sedimentation basins around the <br /> perimeter of the site.
