If a load is not covered, the user <br /> is charged double the disposal fee, or the customer is given the <br /> option of purchasing a tarp at the disposal site gate in lieu of <br /> paying the double disposal fee. <br /> This tarping program has been implemented at the Foothill Sanitary <br /> Landfill in addition to other County disposal sites. The program <br /> has been received well by the public and has also greatly reduced <br /> litter along the roads leading to the disposal sites. <br /> D. Control of construction work: <br /> Design elevations will be established on site using surveying <br /> equipment and four permanent monuments installed on the site by the <br /> San Joaquin County Department of Public Works. The grid system <br /> shown on the PCP drawings has been_established in the field at the <br /> site. The foreman and equipment operators are familiar with this <br /> control system so that design grades for excavation, landfilling, <br /> and construction of drainage facilities staked by the County can be <br /> constructed. <br /> E. Control of nuisance and health hazards: <br /> Information on control of nuisance and health hazards is contained <br /> in the PCP. In addition to mitigation measures for the typical <br /> landfill operations nuisances discussed in the PCP, a hazardous <br /> waste exclusion program has been implemented. This program is <br /> discussed in the section above concerning control of waste. <br /> F. Site inspection and maintenance: <br /> The site is inspected monthly by the LEA, and at least annually by <br /> the CIWMB and RWQCB. Further details on inspection and maintenance <br /> are contained in the PCP (Appendix C of the 1995 RDSI) . <br /> G. Monitoring activities: <br /> Groundwater Monitoring: <br /> Appendix G - Fourth Quarter Monitoring Report - contains <br /> information on the depth and occurrence of groundwater at the site <br /> and also results of groundwater testing performed for the <br /> monitoring wells. Results of this report indicated good water <br /> quality for the wells tested and that the depth to groundwater <br /> beneath the ground surface at the landfill site generally exceeds <br /> 200 feet. <br /> A groundwater monitoring program has been in place for several <br /> years at the Foothill Sanitary Landfill. The groundwater <br /> monitoring network consists of one background well (MW-1) and two <br /> downgradient wells (MW-2, MW-3) .
