The prescriptive standard liner under Subtitle D <br /> consists of 2 feet of clay at 1 x 104 cm/sec or less permeability <br /> overlain by a synthetic liner. However, Subtitle D allows for <br /> engineered alternatives to the prescriptive standards. The County <br /> may submit alternatives for approval to ensure that the most cost <br /> effective liner is installed. <br /> VII. LANDFILL OPERATION <br /> A. Site preparation for next phase of disposal operation: <br /> The next phase of operation will be to construct and begin filling <br /> the first lined module. Excavation of Module 1 is ongoing, and the <br /> soil is used for daily and intermediate cover over the existing <br /> fill area. Excavation will continue until final base elevation <br /> grades as shown on sheet 3 of the PCP are achieved. Module I will <br /> likely begin receiving waste in 1997. In the interim, additional <br /> lifts will be placed over the existing landfilled areas to obtain <br /> final design grades shown on sheet 2 of the PCP. <br /> After excavation is performed to base elevations, the liner and <br /> LCRS will be installed and landfilling will proceed over these <br /> areas in cellular lifts to promote drainage to the site perimeter. <br /> Drainage ditches to carry storm runoff from landfilled areas will <br /> be installed to extend to existing perimeter natural channels for <br /> drainage. These ditches will be installed as phased construction <br /> of the site proceeds. <br /> B. Landfilling procedures and sequence of waste cell building: <br /> General information on landfilling procedures and waste cell <br /> building is contained in Section 5 of the 1991 operations Plan and <br /> as shown on sheet 3 of the PCP drawings. <br /> C. Control of waste: <br /> Control of waste is accomplished by enforcing a load <br /> checking/hazardous waste exclusion program at the Lovelace Transfer <br /> Station and the Foothill Sanitary Landfill. The Lovelace Transfer <br /> Station supplies 90 percent of the waste stream for the site. This <br /> Hazardous Waste Exclusion Program (appendix B of RDSI) , which has <br /> been successful at effectively screening out hazardous waste from <br /> the Foothill Sanitary Landfill, limits the potential health hazard <br /> posed by the presence of hazardous waste to the landfill site <br /> users, workers, and the environment. <br /> In addition to on-site procedures for control of waste, in April <br /> 1987 the County Board of Supervisors approved a tarping program for <br /> all County disposal sites.
