Foothill Sanitary Landfill—Module 1 December 2003
County of San Joaquin Job No.031602.00.02
3.0 CQA PROGRAM
3.1 Construction Components
The Module 1 construction consisted of earthworks and geosynthetics components and
other work as shown on construction drawings. Vector provided CQA services on both
earthworks and geosynthetics. The earthwork tasks included clearing and grubbing,
foundation layer and sideslope subgrade preparation, LCRS drain gravel installation
(including HDPE pipe), and operations layer placement. The geosynthetics tasks
included installing the GCL, high-density polyethylene (HDPE) geomembrane,
geocomposite, and geotextile.
3.2 CQA Documents
The construction of Module 1 was conducted from June 18, 2003 to November 26,
2003 and consisted of the installation of the composite liner system and appurtenances
for Module 1. CQA documentation was prepared by Vector as part of the prescribed
CQA duties and consisted of a system of daily record keeping including daily progress
reports and a record of various test data sheets pertinent to the soils and geosynthetic
components of the liner system. Copies of the original records are being maintained by
Vector and can be made available upon request.
Copies of the construction field reports summarizing the Contractor's progress and
associated CQA activities prepared by our Lead CQA Monitor are presented in
Appendix B of this report.
Tables 1 and 2, included in this report, summarize the soils and geosynthetics testing
requirements per the CQA Plan and Technical Specifications. Within each of the
tables, information on the construction material type, the total quantity of material
placed on the project, the test designation to be performed, the specified testing
frequency, the required number of tests to be conducted, the actual number of tests
conducted, and the actual testing frequency is listed. As shown on the tables, the
actual materials testing frequency on the project satisfies the number of tests required
by the CQA Manual. These tables are part of Vector's internal quality control program to
Vector Engineering,Inc.• 143E Spring Hill Drive•Grass Valley,CA 95945•(530)272-2448
4
