ENGINEERING FEASIBILITY REPORT
Presenting the Results of the
EVALUATION MONITORING PROGRAM
FOOTHILL SANITARY LANDFILL
PURPOSE
This report presents the results of Evaluation Monitoring at the Foothill Sanitary Landfill in
response to a release indicated at groundwater monitoring well MW-3 in 2000 and 2001. The
objective of the Evaluation Monitoring was to delineate the suspected release, if any.
This work was in accordance with the Evaluation Motoring Plan(EMP) submitted to the Central
Valley Regional Water Quality Control Board on October 21, 2002, compliant with Title 27,
California Code of Regulations(CCR) Section§20420(k)(5).
RESULTS
Water samples from all exploratory boring locations were found free of contamination. These
data are consistent with data from MW-3 collected since January 2002, indicating that the
groundwater is not impacted by the presence of the Foothill Landfill at this time(Appendix A).
BACKGROUND
The Foothill Sanitary Landfill is comprised of an unlined Module of approximately 83 acres
(Module'7), and a new, lined Module now under construction(Module 1). Other pertinent
aspects of this site are:
Groundwater elevation: Approximately 50 feet MSL
Depth to groundwater: Approximately 250 feet
Soils Characteristics: The site materials from the surface to 300 feet in the
landfill vicinity consolidated gravels, sandstones, siltstones
and siltstone, claystone and mudstone.
MW-3 is one of two down-gradient wells monitoring for impact to groundwater by the Foothill
Landfill.
The EMP was submitted due to the indicated presence of a few volatile organic compounds
(VOCs) at groundwater monitoring well MW-3 (Figure 1). These detections were reported from
' March 2000 to October 2001.
Other than suspected "false positive"results due to contamination of water samples after
collection,VOCs have not been detected in this well or at any well at the Foothill Landfill since
October 2001.
Engineering Feasibility Report Foothill Sanitary Landfill
October 1,2003 San Joaquin County Solid Waste
