PARTIAL COVER WORKPLAN <br /> FOOTHILL SANITARY LANDFILL <br /> p <br /> 1.0 <br /> Purpose and Objective <br /> The purpose of this Partial Cover Workplan is to identify the work required to define and <br /> proceed with soil cover and drainage facilities for Module"I",and to establish appropriate <br /> design criteria to all future modules at Foothill Sanitary Landfill(FSL). This workplan, and the <br /> resulting evaluations and construction, are in accordance with Waste Discharge Requirements <br /> (WDRs) Order No. R5-2003-0020. <br /> The objective of this Workplan is to: <br /> 1. Provide the Design Criteria and Maintenance Provisions for development of the"Partial <br /> Cover and Drainage Plan"for Module"I"and all future modules of FSL; <br /> 2. Identify the steps to provide the"Partial Cover and Drainage Plan"; and <br /> 3. Identify the approach and schedule of implementing the"Partial Cover and Drainage <br /> Plan". <br /> 2.0 Background <br /> The Foothill Sanitary Landfill is an 800-acre site containing a single Waste Management Unit <br /> consisting of several Modules (Figure 1). Module"P' (also referred to as "LF-I")is an existing <br /> unlined area about 80 acres in size. Module"I"is and will be surrounded by the lined Modules, <br /> in aggregate also referred to as"LF-2",which will cover the additional 670-acre area. The first <br /> lined Module (Module 1) is under construction,and anticipated to be in service in late 2003. <br /> ' Future Modules will be constructed as needed. Site life is anticipated to extend over <br /> approximately 56 years. <br /> Module"I"has been filled to elevation 420±feet mean sea level(MSL),about 140 feet in height <br /> above surrounding ground surfaces. It is presently covered with 2±-foot-thick intermediate soil <br /> cover, on side-slopes that vary in steepness between 3H:1 V+4HA V. Top deck areas of module <br /> "I" are sloped to drain. Existing benches,equipped with ditches and drainage pipe, and <br /> perimeter ditches provide drainage control. <br /> ' This Partial Cover Workplan is based on applicable provisions and requirements within: <br /> 1. WDR Order No. R5-2003-0020,which includes C.FACILITY SPECIFICATIONS, <br /> Items 8 and 9, establishing a soil cover requirement in addition to intermediate cover <br /> required in Title 27, for waste fill surfaces that will not receive refuse within two years._ <br /> October 28,2003 1 Foothill Sanitary Landfill <br /> Partial Cover Workplan Public Works/Solid Waste <br />
