Report of Waste Discharge Related to Permitting and Installation of Composite Landfill <br /> Liner System for Module 1 and Future Modules Foothill Sanitary Landfill, revised issue <br /> dated November 2002 (ROWD-2002). <br /> 3. The Preliminary Closure Plan and Post Closure Maintenance Plan, and the revised Report <br /> of Disposal Site Information(1995) and future issuances <br /> 4. Applicable sections of Title 27, California Code of Regulations Division 2, Solid Waste <br /> 3.0 Approach - <br /> The County's approach roach implementing this Cover Workplan is to evaluate existing conditions <br /> PP to P <br /> for Module"I",identify improvements needed, and provide for the implementation of those <br /> improvements. In addition,typical designs to be applied to Module 1 and future modules will <br /> be developed. <br /> 4.0 Design Criteria <br /> General <br /> As a minimum,the 100-year 24-hour precipitation event will be used to design storm water <br /> facilities. These standards will be applied to waste fill areas where no additional wastes will be <br /> deposited within two years. The design will limit ponding, infiltration, induction, erosion, slope <br /> failure,wash-out, and over topping under precipitation conditions, <br /> Partial Cover <br /> Surface slopes influence design,placement, and maintenance of soil cover, slope lengths, soil <br /> thickness, soil gradation,and vegetation. Specifically: <br /> ' 1. Surface slopes of Module "I", Module 1, and future modules are or will typically be <br /> 3H:1 V to 4H:1 V for side-slope areas. The top deck area of Module"I", approximately <br /> 10 acres, is less than 13 percent of the overall module area. Surface slopes of future <br /> modules will have similar side-slopes and will be developed with five percent minimum <br /> interim and top deck slopes to encourage run-off and limit infiltration. <br /> 2. Slope lengths for all perimeter slopes,with the incorporation of drainage benches,will be <br /> limited to 200 feet(slope length for 4H:1 V slope, with benches at 50 feet vertical <br /> increments). <br /> October 28,2003 2 Foothill Sanitary Landfill <br /> Partial Cover Workplan Public Works/Solid Waste <br />
