Closing the crest of Module"I",where no additional refuse will be placed, will also be
considered at that time. This would result in the closure of approximately 14 acres (17%) of the
footprint of Module"I". The remaining surfaces would be provided with the long-term
intermediate cover per WDR Facility Specification No. 8 (two-foot total cover on sideslopes,
three-foot cover on flatter areas).
MONITORING PLAN
General
All monitoring wells will be monitored under the guidelines of the Detection Monitoring.
Program established by WDR Order No. R5-2003-0020. Restoration of detection monitoring is
proposed at well MW-3.
Installation of New Monitoring Well MWA
Inclusion of the groundwater elevation at well LW-1 in the estimate of groundwater contours has
caused a revision of the estimated groundwater flow direction(Figure 3). The new gradients
indicate that the location of monitoring well MW-1 may not be appropriate to monitor
groundwater up-gradient of the landfill. The uncertainty caused by this positioning, and the lack
of knowledge of the natural variations in the groundwater that may occur on the site, makes
assessment of groundwater monitoring data more difficult.
In order to ensure accurate assessment of potential groundwater impacts,we propose to install an
additional up-gradient well MW-4 north of the existing landfill, at approximately the same
distance from the edge of refuse as existing well MW-1. Data from this well will be included
with the data from MW-1 as background data, which will be used to evaluate the data from the
other, down-gradient wells.
N:\1 Foothill\Groundwater Monitoring\EvalMonitPlan\FHCorrActPlan2.doc
1
Engineering Feasibility Report 7 Foothill Sanitary Landfill
October 30,2003 San Joaquin County Solid Waste
