1 INTRODUCTION <br /> 1.1. GENERAL <br /> 1.2. PURPOSE AND SCOPE <br /> This Joint Technical Document (JTD) has been prepared to satisfy the requirements of <br /> Section 21585 of Title 27, California Code of Regulations (CCR),Division 2, "Solid Waste". <br /> The JTD has been prepared for submission to the California Regional Water Quality Control <br /> Board (RWQCB), and the California Integrated Waste Management Board (CIWMB). The JTD <br /> presents information describing the design, construction, operation, closure, and post-closure <br /> maintenance of the Foothill Sanitary Landfill site. The information is intended to demonstrate <br /> compliance with all applicable requirements of Title 27, RWQCB Order No. R5-2003-0020, <br /> Solid Waste Facility Permit No. 39-AA-0004, as well as federal regulations contained in <br /> Part 257, "Criteria for Classification of Solid Waste Disposal Facilities and Practices", and <br /> Part 258, "Criteria for Municipal Solid Waste Landfills," of Title 40 of the Code of Federal <br /> Regulations (CFR), Conservation and Resource Recovery Act (RCRA) Subtitle D. This JTD <br /> addresses applicable requirements of these regulations. This document is not intended to be a <br /> compilation of previous submittals to regulatory agencies.
