2 GENERAL <br /> 2.1. FACILITY OVERVIEW <br /> 2.1.1. Name of Facility <br /> The facility is the Foothill Sanitary Landfill. The site was developed as a non-hazardous <br /> municipal solid waste (MSW) landfill serving San Joaquin County. <br /> Foothill Sanitary Landfill is a single Solid Waste Management Unit on an 800 acre parcel. This <br /> facility is regulated by the Central Valley Regional Water Quality Control Board (RWQCB) as a <br /> Class III (municipal waste) disposal site. Filling began in 1966 in unlined Module "I", which is <br /> approximately 80 acres in area. Adjacent and south of Module "I" is Module 1, constructed in <br /> 2003. Module 1 has been constructed with a liner system (soil operations layer, geotexile, <br /> drainage layer, geomembrane, GCL and 1 foot thick prepared subgrade) and leachate collection <br /> and removal facilities. The Module 1 liner is an Approved Engineered Alternative Liner System <br /> that meets Federal Subtitle D and Title 27 requirements for containment. Future modules will be <br /> built to meet these requirements. Waste is being discharged primarily to Module 1 at this time. <br /> 2.1.2. Site Owner and Operator <br /> The Foothill Sanitary Landfill is owned by San Joaquin County and operated by Foothill <br /> Landfill, Inc. since 1993 under an agreement with San Joaquin County. Prior to that time, the <br /> site was owned and operated by Nomellini Construction. Individuals presently associated with <br /> County oversight and operation of the landfill are listed in Section 7.1.12. <br /> 2.1.3. Description of Operating Cycle <br /> A detailed description of operations can be found in Chapter 7, but in general, the daily operating <br /> cycle begins when the active face is prepared to receive waste for the day. Waste carried by <br /> commercial and private haulers is discharged at the active face throughout the day. Equipment <br /> pushes the waste from the tipping point onto the active face where it is compacted.
