2.2. SITE LOCATION
2.2.1. Existing Landfill
The Foothill Sanitary Landfill is located at 6484 North Waverly Road 17 miles east of Stockton,
California. The site contains 800 acres, comprised of Assessor's Parcel Numbers 093-440-02 in
Sections 12 and 13, T2N, R9E, MDB&M (Plate 1). The entrance to the site is from Waverly
Road on the west side of the landfill property (Plate 2.1). The fill areas and buffer zone are
shown on Plate 5.
Of the 800 acres, 673 are planned for waste disposal in a series of 11 modules (Table 2-1,
Appendix I). At this time, San Joaquin County tentatively plans to develop the modules in order
of numbering (Module 1, then Module 2, etc.) although this approach to sequencing may change.
Section 6.3 contains a more detailed discussion of this issue. Preliminary excavation plans for
the facility are in Appendix C (Sheet 4). Detailed excavation plans will be developed for each
module as described in Sections 6.2 and 6.3. Vertical limits of the site (lowest elevation of
excavation and maximum fill elevation) are discussed in Section 6.2.2.
Pre-development contours are shown on a map in Appendix C.
2.2.2. Surrounding Land Use
Foothill Sanitary Landfill is almost completely surrounded by areas classified as native
vegetation. These areas are typically used for cattle grazing. Plate 3.1 shows land use in areas
surrounding the landfill. Zoning for the lands surrounding the landfill is AG-160 (agricultural).
Plate 3.2 shows structures on adjacent properties.
2.2.3. Ancillary Facilities
The ancillary facilities associated with the landfill include the entrance and internal roads,
lunchroom trailer, scale house, maintenance building, and on-site residences (Plate 2.1). There
are no hazardous waste or hazardous materials storage areas located on the landfill at this time.
01
Foothill Sanitary Landfill Page 9 of 62 Public Works/Solid Waste
JTD County of San Joaquin—Revised 10/6/05
