6 FACILITIES CONSTRUCTION AND DESIGN
6.1. INTRODUCTION
San Joaquin County submits engineering designs and plans for each module to the regulatory
agencies for their review and approval prior to construction. The design of each cell complies
with CCR Title 27 and Subtitle D construction and design standards. Detailed procedures for
construction are presented in the construction drawings and specifications developed for each
cell. Likewise, a detailed description of the quality control and quality assurance procedures that
will be employed during final cover construction is provided in the CQA plan included with the
cell design.
The design of the facility (both initial design and incremental module design) was and will be
conducted to accommodate the following elements:
Service Area
Initial sizing of the facility and permitting as a Class III facility was prepared in
accordance to the requirements of the area served by the landfill (Service Area).
Use by General Public
Use of the landfill by the general public is allowed, so design and operation of the landfill
anticipates and accommodates such use. All-weather roads to the active face are
maintained in good condition to accommodate smaller vehicles driven by the public.
Special procedures are in place for managing the general public. Spotters at the working
face help the general public dump their waste safely.
Climatological Factors
Engineering of the lining system and the final cover, and landfill gas collection system
involved consideration of site specific climactic conditions. Drainage designs use local
rainfall data a basis for system sizing.
Foothill Sanitary Landfill
JTD
Page 30 of 62 Public Works/Solid Waste
County of San Joaquin — Revised 10/6/05
