6 FACILITIES CONSTRUCTION AND DESIGN <br />6.1. INTRODUCTION <br />San Joaquin County submits engineering designs and plans for each module to the regulatory <br />agencies for their review and approval prior to construction. The design of each cell complies <br />with CCR Title 27 and Subtitle D construction and design standards. Detailed procedures for <br />construction are presented in the construction drawings and specifications developed for each <br />cell. Likewise, a detailed description of the quality control and quality assurance procedures that <br />will be employed during final cover construction is provided in the CQA plan included with the <br />cell design. <br />The design of the facility (both initial design and incremental module design) was and will be <br />conducted to accommodate the following elements: <br />Service Area <br />Initial sizing of the facility and permitting as a Class III facility was prepared in <br />accordance to the requirements of the area served by the landfill (Service Area). <br />Use by General Public <br />Use of the landfill by the general public is allowed, so design and operation of the landfill <br />anticipates and accommodates such use. All-weather roads to the active face are <br />maintained in good condition to accommodate smaller vehicles driven by the public. <br />Special procedures are in place for managing the general public. Spotters at the working <br />face help the general public dump their waste safely. <br />Climatological Factors <br />Engineering of the lining system and the final cover, and landfill gas collection system <br />involved consideration of site specific climactic conditions.
