J
constructed at a minimum 0.5 percent slope. The maximum final landfill slope will be 6 percent
along the perimeter to prevent drainage slope reversal from landfill settlement.
The cover will be designed to meet Title 27 standards or an approved engineering alternative.
The cover will consist of prescriptive soil layers or other alternative cover acceptable to the
regulators at the time of closure. The County has proposed use of evapo-transpirative closure
cover.
The final design will include a system of surface drainage facilities to control stormwater runon
and runoff during construction and operation, and after completion of the landfill. These
facilities will consist of ditches, culverts, and oversize drains. The project design will address
erosion issues by limiting water velocities and using erosion control structures (downdrains, etc)
where necessary. Stormwater drainage basins will receive the majority of surface water runoff
from the landfill areas before discharge to the natural drainage channel.
Both the initial construction and final cover and any later repair work that involves the cover's
low hydraulic conductivity layer will be completed in accordance with an approved construction
quality assurance plan.
Foothill Sanitary Landfill
JTD
Page 38 of 62 Public Works/Solid Waste
County of San Joaquin — Revised 10/6/05
