11 <br />7.3. WINTER OPERATIONS <br />The operator develops winter plans each year. Some elements of this plan include: <br />• use of stockpile near the winter work area, <br />• construction of drainage control features during winter operations (see runon/ runoff <br />control), and <br />• specified location of fill activities. <br />For the 2005-2006 winter season, fill activities will occur in the southern section of Module 1. If <br />conditions arise which make the winter plan infeasible, the Operator shall relocate disposal areas <br />as needed in coordination with the LEA. <br />7.4. WASTE HANDLING <br />During daily operations, the active face is approximately 200 to 300 feet long. Vehicles (both <br />commercial and private citizen) are directed to an area approximately 50 feet from the toe of the <br />active face and instructed to unload. This unloading operation in monitored by landfill staff. <br />After unloading the vehicles return to the scale house to be weighted. Unloaded waste is then <br />pushed to, and upon the active face. A solid waste compactor then compacts the waste. This <br />process is repeated throughout the day until the last loads are compacted. The active face is then <br />covered with daily cover soil (Section 7.2. 1) before the landfill is closed for the day. <br />7.4.1. Public Health Operating Considerations <br />The Foothill Sanitary Landfill is designed and operated to mitigate the harborage of flies, <br />rodents, other vectors, and the creation of nuisances. This is achieved through air and water <br />quality control, noise control, and odor control.
