On-site water trucks are used for dust control. The trucks are filled using an overhead fill at the <br />site's water well or from the water pond landfill property. <br />7.7.4. Vector Control <br />Waste is properly covered daily with soil to control vectors. In addition, site pefsonnel inspect <br />the site for any signs of vector activity. If such activity is observed, a vector adication program <br />will be implemented using a professional pest controller, if necessary. Cu ently, landfill <br />employees use "bird bombs" to scare birds away from the active workin face. In addition, if <br />there are offensive odors from a load of waste, it is covered immediately with soil to avoid <br />attracting flies.Incoming loads are required to be tarped; thereby reducing potential for litter on <br />roads leading to the site. <br />7.7.5. Drainage and Erosion Control <br />Best management practices are implemented at the landfi . Foothill utilizes several controls to <br />manage run-on and run-off. A perimeter berm around t e waste management unit prevents run- <br />on to the unit. This perimeter berm, along with a se s of ditches, also controls all surface run- <br />off during storm events, and directs surface run-off <br />j rom the landfill to a retention basin on the <br />east side of the site. Surface water drainage is shown on Plate 2.2. <br />During the year, the County repairs and regr des (if needed) the storm water conveyance <br />structures. The County will minimizecon act between flowing storm water and the MSW so <br />prevent ponding on the module. Specia care is taken during operations so that a slope is <br />maintained at all times to facilitate sto water runoff. This method of grading is also used on <br />the spoils and borrow sites. <br />Erosion control on surfaces t* have reached their near final elevation will be provided by <br />establishing vegetation and onstructing drainage berms or benches to direct storm water away <br />from refuse fill areas to t existing storm water facilities. <br />The temporary run- controls for the fill area and excavation areas and run-off control is <br />accomplished by the design of the active tipping areas and the method of daily operation. The <br />design directs surface water in the fill area such that is can be controlled.
