The load checking program is discussed in further detail in Section 3.1.8. <br /> In the event of a spill,the LEA will be contacted. All unlawful incidents of disposal will be noted <br /> in the operator's log of special occurrences. The manager shall complete a full report that <br /> describes the type and quantity of hazardous waste found, the time and circumstances of the <br /> hazardous waste discovery, the isolation measures taken, and any information that may identify <br /> the origin of the waste and any other pertinent information. The report shall be completed when <br /> the hazardous waste is secured in a locked container and submitted by site supervisory staff to the <br /> LEA within 48 hours. The waste will be stored in the temporary hazardous waste storage area <br /> located near the entrance to the Transfer Station as shown in Figure 5. and the waste will be <br /> removed within the timeframe required by Title 22, Section 66262.34. Copies of the load <br /> checking records for the last year are maintained in the operating record and are available for <br /> review by the regulatory agencies. <br /> Some of the materials diverted from the commercial and residential waste stream for management <br /> in accordance with the State and Federal regulations include: <br /> • Latex Paint <br /> • Automobile parts and components <br /> • Refrigerators <br /> • Cathode Ray Tubes (CRT's) <br /> • Monitors <br /> • Automobile and Truck Tires <br /> • Waste oil and Filters <br /> • Tires <br /> The acceptance and management of these items is regularly re-evaluated based on the <br /> requirements of State and Federal law. For more details (See Appendix L: Hazardous Waste <br /> Exclusion Program). <br /> Wastes requiring special handling or treatment, with the exception of tires, are not generally <br /> accepted. Whole tires will be segregated from the waste stream by hand and stacked (laced <br /> fashion) when deposited in a trailer. The tires will be transported off-site for disposal and /or <br /> recycling. A loading dock is constructed in the south end of the tipping/sorting floor entrance for <br /> loading tires onto the trailer. <br /> 3.1.7 PERSONNEL HEALTH AND SAFETY PROGRAM <br /> In accordance with 14 CCR, Section 17408.7, the operator has prepared a safety plan in <br /> accordance with SB 198 (Injury and Illness Prevention Program). This plan is maintained at the <br /> LMRF&TS main administrative offices. <br /> All personnel directly involved with the operation of the MRF&TS are equipped with and <br /> required to use proper safety equipment.
