In the event excludable material is discovered after the vehicle which delivered the material has
left the premises, staff places this material in a double-containment storage locker for temporary
storage (Figures 3 and 4). These items are then transported off-site by a licensed hazardous waste
contractor for proper management. The locker is clearly marked.
3.1.9 SOLID WASTE REMOVAL
In accordance with 14 CCR, Section 17410.1(2) solid waste at the LMRF&TS is removed within
48 hours of receipt. Self haul customers manually unload waste onto the sorting floor after
backing into the stalls. Staff stands at the edge of the stall to visually inspect materials and prevent
CRTs, white goods, tires, and hazardous waste from reaching the tipping floor. Commercial
disposal occurs on the west side of the facility side where transfer trucks back in and tip directly
onto the tipping/sorting floor. The materials are then sorted and the waste is moved to the transfer
pit. County transfer trucks continuously remove waste from the site throughout the operating day.
3.1.10 WASTE WATER DISPOSAL
Wastewater from the facility is generated in the following areas:
Employee restrooms/sanitary sources
Waste handling areas
• Storage bins, transfer trucks and tipping floor cleaning
Wastewater from the sanitary facilities goes directly into a septic system. Wastewater generated
through contact with the tipping floor is pumped into a tank and reused by spraying directly onto
trash for dust control.
3.2 STATION CONTROLS
3.2.1 ODOR CONTROL
In accordance with 14 CCR, Section 17406.2(d), odor control measures are instituted at the
LMRF&TS. Odors are controlled by the rapid processing and transportation of waste after it is
deposited at the Transfer Station including residual waste generated in the MRF. Operations are
planned so that waste is never retained on site for more than 48 hours. Odors within the building
are controlled through good housekeeping methods. The transfer trucks stored at the facility are
cleaned regularly and roll-off boxes for recycled materials are also cleaned periodically in the
truck wash.
3.2.2 DRAINAGE CONTROL
Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 24 County of San Joaquin-Revised 7/26/05
