In accordance with 14 CCR, Section 17407.3,the facility is designed with onsite drainage control <br /> features. The drainage system consists of a network of catch basins and pipes draining into an <br /> unlined retention pond designed to collect site drainage for percolation and evaporation. The <br /> transfer tunnel and materials storage areas are provided with a sump and pump connected to the <br /> on-site drainage system. <br /> Back-up power is supplied automatically to sump pumps in the event of a power failure. A surface <br /> drainage and water runoff control plan is shown on Figure 8. The design complies with the <br /> NPDES industrial storm water permit regulations adopted by the State Water Quality Control <br /> Board. <br /> 3.2.3 DUST CONTROL <br /> In accordance with 14 CCR, Section 17407.4, dust control measures are conducted at the <br /> LMRF&TS. The primary source of dust generation will be during unloading of waste and transfer <br /> into trailers. Both ventilation fans and a timed (and manual)misting system address dust on the <br /> tipping floor as well as the raised unloading area. Surfaces subject to frequent equipment and <br /> vehicle traffic are paved. A street sweeper is used to clean the paved areas on site and access roads <br /> off site. A water truck is used to lightly spray water on traffic areas to minimize the dust <br /> generation. Dust generation in the facility is minimized by cleaning the equipment and the <br /> building floor on a routine basis. <br /> 3.2.4 LITTER CONTROL <br /> In accordance with 14 CCR, Section 17498.1, litter control is conducted at the LMRF&TS. All <br /> loads entering the facility require a tarp. Vehicles with uncovered loads may purchase a tarp at the <br /> gate and the tipping fee is doubled for those vehicles. Load inspection crews are on hand to collect <br /> any litter or other contaminants to the site as each truck unloads. Litter collected is placed in <br /> covered receptacle and disposed. Station maintenance is routine, consisting of equipment <br /> sweepers, regular staff and AWP laborers. Controls include a set schedule for the roadway, <br /> grounds and buildings. Transfer trucks are steam cleaned in the truck wash daily and materials <br /> bins are cleaned periodically. Perimeter fencing and surrounding areas are inspected daily and <br /> picked by hand to remove any windblown litter. <br /> 3.2.5 NOISE CONTROL <br /> In accordance with 14 CCR, Section 17498.3, noise control measures have been instituted at the <br /> LMRF&TS. Workers are provided with ear protection as necessary. All collection vehicles and <br /> equipment used at the site are properly muffled. The majority of material and waste handling, <br /> processing, recovery and transfer is conducted within the LMRF&TS station to minimize noise.
