The
classification of CRT devices as a hazardous waste, continuing regulatory changes and the often
uncertain recycling technology in the industry today have created a need for environmentally
sound recycling service options.
Onsite Electronics recycling has filed Articles of Organization as a Limited Liability Company,
whose members are Janice Oldemeyer and Ronald Kemp.
Onsite Electronics Recycling's goal is to provide municipalities a full-service electronics
recycling program focused on collecting and dismantling electronic components at the
municipality's solid waste collection facilities. This approach allows for the shipment from our
clients site of recycling commodities, versus regulated Universal Hazardous Wastes, thus
limiting the liability associated with improper management of hazardous wastes and giving our
clients the assurance that their wastes are being properly managed.
Onsite Electronics Recycling market focus is in California, where Senate Bill SB-20, the
Electronics Waste Recycling Act has mandated a recycling fee structure for Covered Electronics
Devices which will create a State mechanism for funding approved electronics recycling. This
ill was them amended by SB-50, and emergency regulations were implemented. The intent of
this recent regulation is to provide a funding mechanism to cover the full cost of collection,
transportation and recycling of covered electronic devices. Onsite Electronics Recycling plans to
provide a program which limits the cost burden of electronics recycling to our clients.
Relevant Experience
Though a newly formed Company, Onsite Electronics Recycling is being managed by personnel
with extensive experience in electronics waste collection and recycling, hazardous waste
management, large scale collection programs and working with local municipalities in the
management of their hazardous waste issues.
Janice Oldemeyer has 13 years experience in working with local governments on all aspects of
their municipal hazardous waste needs. This includes Household Hazardous Waste (HHW) ,
Loadcheck, Conditionally Exempt Small Quantity Generator(CESQG), Agricultural Chemical
(AgChem) and Electronics Waste Programs.
Ms Oldemeyer worked for Philip Environmental Services from 1992 through 1996 and their
Northern California Operations Manager. She then worked for MSE Environmental from 1996
through 2004, working her way to Vice President of MSE within the Teris Organization,
responsible for the Company's HHW, Agchem and Electronics Waste Program Nationwide.
0
San Joaquin County Proposal Page 3 of 22
