5.0 PROGRAM IMPLEMENTATION <br /> Implementation Timeline <br /> The timeline for implementing this program will be dependent upon the State's implementation <br /> of the regulations and approval of Onsite Electronics Recycling as a collector and recycler. <br /> Based on the current regulations, the earliest date which fees may be recovered is January 1, <br /> 2005. Onsite Electronics Recycling is proposing to start the San Joaquin County Program on this <br /> date, if State approval is given by this time. Onsite Electronics Recycling has met with State <br /> Representatives and has no reason to believe that this timeframe will be difficult to meet, <br /> assuming the regulatory structure remains the same. <br /> Implementation Plan <br /> Onsite Electronics Recycling will take approximately one month prior to Program <br /> Implementation to prepare the program. During this time period, all equipment will be <br /> purchased and delivered to the site. A temporary awning will be constructed, and signage will be <br /> posted directing residents to the drop off location. The permanent staff members will be hired <br /> and trained during this time period. <br /> Janice Oldemeyer will be directly responsible for the smooth implementation of this Program. <br /> This will include all staff hiring and training. When the Program is implemented, Ms. <br /> Oldemeyer will be present at the site, training and working with the staff for the first month. <br /> After this time period, she will reduce her hours at the site to every other week, then to just one <br /> week per month. This will ensure that all staff members are appropriately trained, behave <br /> professionally, and have a good working relationship with Ms. Oldemeyer. In the long term, <br /> being at the site one week per month will ensure that all work is being conducted appropriately, <br /> recordkeeping is accurate and that the County is satisfied with the Program. While Ms. <br /> Oldemeyer will only work at the site one week per month, she will be available to the County at <br /> other times as needed. <br /> San Joaquin County Proposal Page 21 of 22 <br />
