Page 2, Section 1.2 states"The proposed changes include the addition of a Cathode Ray Tube
Dismantling and Recycling Area". This statement needs to include other e-wastes that are accepted at
the operation.
2. Page 2, Section 1.5 mentions"non-automatic" and "automated disposal". There needs to be a clear
description of these terms.
3. Page 6, Section 2.1.2 Cites"See Area A on Figure 4"to illustrate the compactor area. "Area A" is not
shown on Figure 4.
4. Page 9 Section 2.3.1 Design Plans-information for this section appears to be missing.
S. Page 10 Section 2.3.4-Theoretical Daily Trip Count of 1,280 Vehicle Trips do not match data on Chart I
(1600 Theoretical Daily Vehicle Trips).
6. Page 11,Section 2.5- New compactor not included on list of equipment.
7. Page 17, Section 3.1.4.1 - Description of a-waste recycling only cites"CRTs". Need to provide all other
types of e-wastes in description. This applies to the referenced"Proposed a-waste operation"Appendix
G.
8. Page 17, Section 3.1.4.1 - Document incorrectly references Appendix G as the a-waste proposal. The e-
waste proposal is in Appendix H. Appendix G is titled "Storm Water Pollution Prevention Program" (which
is missing from document).
9. Page 18, Section 3.1.4.2-Chart indicates average storage limit and capacity for green waste as 72
hours. Title 14 CCR, Section 17410.1 requires solid waste to be removed within 48 hours.
10. Page 19 Section 3.1.4 should be section 3.1.5?
11. Page 21 Section 3.1.8 - Random Load Check Data Sheets and Daily Logs (kept inside loaders) not
provided in Appendix D. Need to update information regarding Loaders role in load checking/Screening.
12. Page 28 Section 3.4.6- Document states that"Records are kept at the
O &M Building and copies are retained at solid waste administration offices and are available for
inspection". Weight and volume records and traffic logs are not available for inspection at the O &M
Building. TPR needs to provide accurate locations of records.
13. Page 30 Section 4.1.3. states that the"most recent SWFP was issued in 1997 and is included in
Appendix E". The most recent permit was issued in 1999 and needs to be included in Appendix E.
Please submit to the EHD corrections that address the above noted items before March 29th, 2005 (the 60 day
dead line to make a "complete and correct" determination of the application package). Once the corrections are
submitted, the EHD will further evaluate the application package as being complete and correct(pursuant to
Title 27 CCR, Section 21650).
If you have any questions regarding this matter you may contact me at(209) 953-7868.
wanks,
Frank Girardi R.E.H.S.
San Joaquin County Environmental Health Department
1
