1.0 FACILITY OVERVIEW <br /> 1.1 INTRODUCTION AND PURPOSE <br /> The Lovelace Materials Recovery Facility & Transfer Station (LMRF&TS) is a large volume <br /> materials recovery and transfer/processing facility located in San Joaquin County. The California <br /> Code of Regulations, Title 14 (14 CCR), Section 17402 (a)(8) defines a large volume <br /> transfer/processing facility as "a facility that receives 100 tons or more of solid waste per <br /> operating day for the purpose of storing, handling or processing the waste prior to transferring the <br /> waste to another solid waste operation or facility." In accordance with the current tiered <br /> permitting requirements included in 14 CCR, a full Solid Waste Facilities Permit (SWFP) is <br /> required for the LMRF&TS and therefore, a Transfer/Processing Report (TPR) has been prepared. <br /> This TPR has been prepared to include the specific information requirements outlines in 14 CCR, <br /> Section 18221.6. <br /> The purpose of this document is to present updated information on the LMRF&TS to accurately <br /> reflect current operational considerations as part of the five year permit review process. This <br /> TPR, which replaced the 1993 Report of Station Information (RSI), also meets current changes in <br /> Transfer Station permitting regulations. <br /> 1.2 PROPOSED CHANGES TO OPERATIONS <br /> The proposed changes to the LMRF&TS operations include the addition of a Video Display/ CED <br /> Display Dismantling and Recycling Area and a Revised Vehicle Count Estimate. The TPR also <br /> reflects minor changes in site conditions, operation and station configuration since the 1993 RSI <br /> was prepared and the 1991 SWFP was issued. <br /> 1.3 OWNER/OPERATOR <br /> The LMRF&TS is owned by San Joaquin County and operated by San Joaquin County <br /> Department of Public Works Solid Waste Division. The resume for key site personnel for <br /> LMRF&TS is included in Appendix A. <br /> 1.4 SITE LOCATION <br /> The facility is located in the unincorporated area of San Joaquin County north of the City of <br /> Manteca (Figure 1).
