1.5 SITE PLAN DESCRIPTION <br /> The LMRF&TS is a large volume Transfer Station facility located on approximately 15 acres <br /> (Figure 2). The Transfer Station activities, including the MRF, take place on approximately 10.64 <br /> acres. The Transfer Building consists of 120,000 square foot pre-engineered metal building with <br /> 24 stalls for residential or non-automatic disposal, nine stalls for automated disposal and one <br /> transfer pit. The non-automatic disposal vehicles are those that can not automatically <br /> mechanically dump or unload waste on the tipping floor. Typically these vehicles must be <br /> unloaded by manually moving the waste, and therefore the person delivering the load manually <br /> handles the waste (pick-up trucks or autos, for example). Conversely, automated disposal vehicles <br /> are equipped with a mechanism that can be actuated by the vehicle driver to tip or unload the <br /> waste (packer trucks or dump trucks). Station traffic will be processed according to the above <br /> distinctions. The operation of the LMRF&TS is currently permitted by SWFP number 39-AA-008 <br /> issued by San Joaquin County Public Health Services, Environmental Health Department issued <br /> April 1, 1994, revised April 1, 1999 and Use Permit UP-93-2. <br /> The Transfer Station is designed to accept municipal solid waste and serve the Central County <br /> Area. This area includes the Cities of Tracy, Manteca, Lathrop, Ripon, Escalon, Stockton, and the <br /> surrounding communities. The MRF is a regional facility designed to assist the jurisdictions and <br /> the surrounding areas in complying with the waste reduction and recycling mandates of AB 939. <br /> The MRF accepts commingled recyclables, source - separated recyclables, refuse and materials <br /> brought in for buy-back. Materials designated for recovery are manually and loaded using <br /> equipment to separate recyclables. The recyclables are then sold to secondary materials markets. <br /> The residual waste is then loaded into transfer vehicles through the on-site transfer pit located at <br /> the northern end of the tipping floor within the transfer building. All waste unloaded directly onto <br /> the tipping floor is also inspected for salvageable and/or banned material. <br /> The facility has designated areas for unloading and transfer of solid waste from the refuse <br /> collectors and the general public, unloading of source separated recyclables, storage of recyclable <br /> materials, for wood waste, yard waste and electronics storage and processing, for vehicle parking, <br /> office administrative activities, hazardous waste storage from on-site refuse load checking <br /> activities, and for miscellaneous activities related to the items listed above. <br /> Access to the facility is from Lovelace Road (Figure 2). Waste is brought to the LMRF&TS from <br /> Tracy, Ripon, Escalon, Manteca, Stockton, Lathrop, and the surrounding areas by a mix of <br /> licensed haulers, commercial businesses, and residential self haul customers. Waste materials are <br /> transferred into large transfer vehicles and transported to one of two landfills, the North County <br /> Recycling Center and Sanitary Landfill, or the Foothill Sanitary Landfill, both located within a 35 <br /> mile radius of the site. <br /> 1.6 ADJACENT LAND USE <br /> Land use within 1,000 feet of the LMRF&TS included the following: agricultural uses including <br /> vineyards and nut groves to the north, west and east.
