and vehicle operators will contact a supervisor immediately and the supervisor will respond and <br /> evaluate the situation. <br /> The following safety measures are taken while using the compactor on the tipping floor: <br /> • Only qualified personnel operate the compactor. <br /> • All personnel working on the tipping floor are made aware that the compactor is being <br /> used on the tipping floor and to maintain a minimum distance of 100' away from the <br /> compactor. The operator of the compactor will communicate via a portable radio to <br /> personnel on the tipping floor when the compactor will be in operation. The operator will <br /> not proceed to operate the compactor until he receives acknowledgment from personnel <br /> working on the tipping floor. <br /> • All personnel on the tipping floor are required to wear highly visible safety vests, safety <br /> glasses, and hard hats. <br /> • Radio communication is maintained at all times between equipment operators and <br /> personnel working on the tipping floor. <br /> • All refuse received is screened for unacceptable wastes (i.e. hazardous waste, universal <br /> waste). <br /> • All equipment operators have been trained to be vigilante for cylinders, propane tanks, <br /> televisions, computer monitors and these items will be pulled out and not pushed with the <br /> refuse being "fed"to the compactor. <br /> • The compactor is equipped with an audible back up alarm and working lights. <br /> • In the event of an explosion as a result of the compactor running over refuse, on-site staff <br /> will take appropriate action by isolating the area and contacting the appropriate emergency <br /> agencies (i.e. County Office of Emergency Services, County Environmental Health <br /> Department, and the local Fire Department). <br /> • The compactor operator will,via a portable radio, inform personnel working on the tipping <br /> floor when the compactor needs to be driven off the compaction pad so that personnel may <br /> maintain the required safety distance. <br /> • The compactor will be fueled and serviced south of the compaction area near the z-wall <br /> (See Area A Figure 4A) between the hours of 7:00 a.m. to 8:00 a.m. During these hours, <br /> other than two equipment operators and repair service personnel, there are no personnel <br /> working on the tipping floor. <br /> Once compacted, the waste is pushed by a loader toward the north end of the tipping floor and <br /> loaded into transfer trucks and transported to Foothill Sanitary Landfill located at 6484 North <br /> Waverly Road, Linden, California, for disposal. The compactor will be parked on waste at all <br /> times. During non-operating hours, the compactor will be stored on top of a bed of waste. The <br /> waste will be compacted and removed for disposal daily. The tipping floor will be inspected <br /> regularly and kept in good condition, and deterioration will be noted on the inspection report. <br /> In addition to the compactor, two front-end loaders and a backhoe are used on the tipping floor to <br /> push and stage refuse for loading, and to recover recyclable materials.
