3.1.1.1 EMERGENCY CONTACT <br /> In accordance with 14 CCR, Section 17410.2, an emergency contact list is provided to the LEA <br /> and local fire authority in the event of an emergency situation. The emergency contact list is <br /> included in Appendix C. <br /> 3.1.1.2 TRAINING <br /> Station personnel attend regularly scheduled training meetings. In accordance with 14 CCR, <br /> Section 17410.3, these training meetings emphasize proper station operation and maintenance, <br /> hazardous waste recognition and screening, environmental and nuisance controls, use of <br /> equipment, safety procedures, and emergency situation procedures. In addition, all employees <br /> receive regular safety tips and training, as well as opportunities for formal education or equipment <br /> qualification instruction when necessary. Training sessions occur monthly with bi-weekly <br /> "tailgate" meetings. A record of personnel training is maintained at the LMRF&TS main <br /> administration office for reference during facility inspections. <br /> 3.1.2 STATION MAINTENANCE <br /> In accordance with 14 CCR, Section 17408.6, preventative maintenance and station repairs are <br /> conducted as necessary. Station personnel have been instructed to report any defective or <br /> deteriorated conditions to their supervisor. In addition, supervisory personnel frequently monitor <br /> the facility for defective or deteriorated conditions. When a problem is identified prompt repair <br /> will be implemented. <br /> 3.1.2.1 CLEANING <br /> The Transfer Station building and facility grounds are cleaned of loose materials and litter each <br /> operating day in accordance with 14 CCR, Section 17407.2 (a) (1). A clean-up crew is dispatched <br /> regularly to provide general housekeeping at the facility. The crew is responsible for the <br /> collection of any off-site litter which may have been generated by the facility. Litter pick-up <br /> within the facility yard and around the station is conducted on a continual basis to prevent the <br /> tracking or off-site migration of waste materials in accordance with 14 CCR, Section 17407.2 (b). <br /> 3.1.2.2 CONTAINER CLEANING <br /> Containers (i.e., recycle bins, refuse cans, debris boxes) utilized for the storage and/or transport of <br /> waste are cleaned on an as-needed basis, usually to remove accumulated dust and dirt Constant <br /> monitoring of containers by facility personnel allow the operator to ensure that all of the <br /> containers are cleaned to prevent the creation of nuisances and the harborage of vectors. <br /> 10 <br /> Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br /> Transfer Processing Report 17 County of San Joaquin-Revised 7/26/05 <br />
