The test pad seepage is collected along the pan lysimeter and
conveyed to a tipping bucket/counter as shown in the collection station instrumentation
diagram (Plate 8).
The ET Final Cover area will be accepted as closed by the Regional Water Quality
Control Board (RWQCB) if the ET cover is shown be the functionally equivalent to the
Title 27 Prescriptive Cap, or better. Equivalence is demonstrated by comparing the
actual seepage through the ET test pad with the calculated seepage through the Title
27 Prescriptive Cap using the Hydrologic Evaluation of Landfill Performance (HELP)
model. Input to the HELP model includes measurements of rainfall collected at the Test
Pad.
The results of last years monitoring period from July 2008 to June 2009 showed
seepage (36.92 cubic feet) less than the HELP model seepage (185.9 cubic feet)
In accordance with discussions between the County and RWQCB staff, the test pad will
be monitored for a minimum of six rainy seasons, beginning with rainy season 2008/09
and concluding with the rainy season 2014/2015. This marks the second consecutive
season.
47717.1 1/STO10R310 Page 2 of 8 August 31, 2010
Copyright 2009 Kleinfelder
