WASTE DISCHARG"c REQUIREMENTS <br />, <br />SAN JOAQUIN COUNTY <br />FOOTHILL SANITARY LANDFILL INCORPORATED <br />FOOTHILL SANITARY LANDFILL FACILITY <br />CLASS III LANDFILL <br />' SAN JOAQUIN COUNTY <br />1^ The site is not within a 100 -year floodplain. <br />15. Surface drainage is intermittent in nature, with storm waters draining <br />generally in a westerly direction to enter the Delta via either Mormon <br />Slouah or Duck Creek. <br />15. The beneficial uses of surf ace water are domestic, municipal, agricultural, <br />stock watering, industrial supply, ground water recharge, recreation, <br />esthetic enjoyment, and preservation and enhancement of fish, wildlife, and <br />other aquatic resources. <br />Land Use <br />1/. Land within 1,000 feet of the facility is used mainly for agriculture. <br />Other Legal References <br />18. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br />Sacramento River Basin (5A) which contains water quality objectives of all <br />waters of the Basin. These requirements are consistent with that Plan. <br />19. The action to update the WDRs for this facility is exempt from the <br />provisions of the California Environmental Quality Act (Pubiic Resources <br />Code Section 2100, et seq), in accordance with Tit -le 14, CCR, Section 15301. <br />20. The Board has notified the Discharoer and interested agencies and persons of <br />its inteention to revise the WDRs for this facilitV. <br />21. In a public hearing, the Board heard and considered all comments pertaining <br />to this facility and discharge. <br />IT IS HEREBY ORDERED that Order No. 89-018 be rescinded and that San Joaquin <br />County, Foothill Sanitary Landfill Incorporated, Foothill Sanitary Landfill <br />Facility, in order to meet the provisions of Division 7 of the California Water <br />Code and the regulations adopted thereunder, shall comply with the following: <br />A. Prohibitions: <br />1. The d i sc'-iarge of 'hazardous waste' or 'designated was -Le, at this site i s <br />prchibited. <br />2. The discharge of liquid cr.semi-soli.d wast_ (i.e., waste containing less <br />than 50 percent solids) to the landfill_is orchibited. r <br />3. The discharge of solid waste ccntining free liquid or moisture n <br />excess of the wast=_'s moisture holdino capacity is orohibited. <br />
