Precipitation and drainage control systems shall be designed and <br />constructed to accommodate the anticipated volume of precipitation and <br />peak flows from surface runoT under 100 -year, 24-hour precipitation <br />conditions. <br />9. Sur7aCe drainage from tributary areas and internal site drainage from <br />surface or subsurface sources +shall not Contac- or percolate through <br />wastes. <br />10. Annually, prior to the antici^- paterainv Season, any necessary erosion <br />control measures shah be implemented, and any necessary construction, <br />maintenance, or repairs cT prec ip f=at ion and drainage control facilities <br />shall be completed to prevent erosion or flooding or the facility and to <br />prevent SUrTace drainage from contacting or percolating through wastes. <br />11. A one -foot thickness of compacted soil will be maintained over all <br />disposal areas not to be used for greater than 180 days, to minimize <br />percolation through waste. The active disposal area sfiail be confined <br />to the smallest area practicable, based on the anticipated quantity of <br />waste discharge and other waste management facility operations. <br />12. Methane and other landfill gases shall be adequately vent -ed, removed <br />from the unit, or other -rise controlled to prevent the danger of <br />explosion, adverse health effects, nuisance conditions, or the <br />impairment- benEficral uses-- of water due to migration throua_n the <br />vadose (unsatur.ated) zone. <br />13. The closure of each WMU shall be under the direct supervision of a <br />California registered civil engineer or a certified engineering <br />geologist. " <br />14.
