As-Built CQA Report for the Construction of Area 2A at the Foothill Sanitary Landfill <br /> San Joaquin County,California <br /> • 1.0 INTRODUCTION <br /> 1.1 GENERAL <br /> The Foothill Sanitary Landfill (FSL), located at 6484 N. Waverly road approximately 8 miles from <br /> Linden, California is owned and operated by San Joaquin County Department of Public Works <br /> (County). The site location is shown on Figure 1. The landfill is an active municipal solid waste <br /> disposal facility (Class III landfill) and operates in accordance with Waste Discharge Requirements <br /> (WDR) order RS-2003-0020, dated 31 January, 2003 issued by the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB). The County recently undertook the construction of Area 2A <br /> composite liner. It was completed in accordance with the WDR and in compliance with Title 40, <br /> Subtitle D of the Code of Federal Regulations (CFR) and Title 27 of the California Code of <br /> Regulations (CCR). <br /> Advanced Earth Sciences, Inc. (AES) provided the Construction Quality Assurance (CQA) services <br /> for the construction of the Area 2A composite liner system under a contract agreement with the <br /> County. This report by AES documents the CQA observations, and the field and laboratory testing <br /> performed during the construction of the Area 2A composite liner system. The construction of the <br /> liner system was performed in accordance with the Plans and Specifications and the CQA Manual <br /> prepared by Geosyntec Consultants (Geosyntec). <br /> • 1.2 PROJECT DESCRIPTION <br /> The Area 2A expansion is approximately 24 acres in total area, and is located in the southern part of <br /> the landfill area,as shown in Figure 2. The CQA activities for the expansion involved: <br /> ■ Excavation; <br /> ■ Preparation of subgrade for fill placement; <br /> ■ Earthfill placement; <br /> ■ Foundation layer construction; <br /> ■ Installation of lysimeter; <br /> ■ Subgrade preparation for geosynthetics; <br /> ■ Geosynthetic clay liner(GCL) installation on floor and side slopes; <br /> ■ 60-mil high-density polyethylene (HDPE) double side textured (DST) geomembrane <br /> installation on floor and side slopes; <br /> ■ 8-oz geotextile installation on the floor; <br /> • <br /> PA14 Projects114-101(SJCDPW North County and Foothillffoothill CQA1Repoffinal ReportlFoothill CQA Rport-Final.docx <br /> 1 <br />
